Nadex.com is up and running. You can't really view the contract activity without starting a practice account. I just did that and it looks great; I will probably give it a try.

I should make clear: They don't trade binaries on the Dow, S&P 500, and NASDAQ directly, but rather on the prices of the futures contracts for these indices, which are traded on the CME.
